千野境子/Ms. Keiko CHINO
産経新聞社特別記者・論説委員。横浜市出身。一九六七年、産経新聞東京本社入社。教養部、夕刊フジを経て外信部に移り、マニラ特派員、ニューヨーク支局長、九三年から九五年まで外信部長。論説委員、シンガポール支局長、大阪特派員などを経て〇五年四月に論説委員長、〇六年六月より〇八年六月まで取締役正論担当・論説委員長の後、現職。東南アジア報道で、九七年度ボーン・上田記念国際記者賞受賞。著書に『アジア目撃』『世界は日本・アジアをどう伝えているか』(以上連合出版)『大阪の扉』(産経出版)など多数。日米文化教育交流会議(通称カルコン)日本側委員も務めている。

Born in Kanagawa. Received her BA from Waseda University and joined the Sankei Shimbun in 1967.
She has served various posts such as deputy editor of international news section, Manila correspondent and New York Bureau Chief. In 1993 she became international news editor. February of 1996 Singapore Bureau Chief and July of 1998 editorial writer. From June of 2006 to June of 2008 she was Director and Chief Editorial Writer. Since July of 2008 she is Columnist and Editorial writer.
She received 1997 Vaughn-Ueda international Award for reporting Southeast Asia.
Her recent books include: Asia Watch(Co-author with Richard Halloran,former Tokyo Bureau Chief of NY Times); How International media are reporting about Japan and Asia. Both are in Japanese.
齋木昭隆/Mr. Akitaka SAIKI
外務省アジア大洋州局局長。1976年東京大学卒業、同年外務省入省。米国大使館、ジュネーブ国際機関日本政府代表部公使、経済局審議官、大臣官房人事課課長、アジア大洋州局審議官、駐米公使等を経て2008年より現職。

Akitaka Saiki joined Ministry of Foreign Affairs after graduating from University of Tokyo in 1976. He served as Deputy Director-General of Asian and Oceanian Affairs Bureau and Deputy Chief of Mission, Embassy of Japan in the United States of America. He is currently the Director-General of Asian and Oceanian Affairs Bureau.

ジョン・フリッツ/H.E.Amb. John Fritz
1960年生まれ。在日ミクロネシア連邦連絡事務所において実習生として研修を積む傍ら東海大学政治経済学部に在学、1987年卒業。1998年より在日ミクロネシア連邦大使館公使。気候変動枠組条約第3回締約国会議、国連ESCAPアジア太平洋経済会議等にも出席。2008年より現職。

Born in 1960. He started his diplomatic career while at Tokai University. After graduation from the university in 1987, he has dedicated himself to issues on economic development, climate change and security in Asia and Pacific region. He has been appointed to Ambassador Extraordinary and Plenipotentiary of Federated States of Micronesia to Japan since 2008.

須藤健一/Dr. Kenichi SUDO
1975年東京都立大学大学院博士課程中退。文学博士(1985年)。国立民族学博物館助手・助教授(1975〜93)、1993年より神戸大学国際文化学部教授(〜2009)、2005年より神戸大学附属図書館長。2009年4月より現職。
専攻は、オセアニア地域の社会人類学研究。主な著書に、『オセアニアの人類学』、『母系社会の構造』、編著書に『オセアニア―伝統に生きる』、『性の民族誌』、『パラオ共和国』、 Contemporary Migration in Oceania: Diaspora and its Networks.など。

Graduated in 1975 and obtained Ph.D. in 1985 from Tokyo Metropolitan University. He has worked at National Museum of Ethnology(1975〜93) and moved to Kobe University in 1993. He is currently Director-General of National Museum of Ethnology(2009〜). His specialized fields are research of Oceania including social anthropology and overseas migration. His major publications include Anthropology in Oceania, The Structure of Matrilineal Society, Ethnography of Sexuality(co-edited.), Contemporary Migration in Oceania:Diaspora and Network(co-edited).

ビマン・プラサド/Prof. Biman PRASAD
南太平洋大学経済学部ビジネス経済学科教授。1991年オーストラリア・ニューサウスウェールズ大学において商学修士号後、1997年同クイーンズランド大学より博士号を取得。経済開発、貿易、環境問題に関する著書を数多く発表し、太平洋地域の国際機関や各国政府の顧問を務めている。

Professor Biman Prasad is Professor of Economics and Dean of the Faculty of Business and Economics at the University of the South Pacific. Professor Prasad completed his Bachelor of Arts degree in Mathematics and Economics from the University of the South Pacific, Master of Commerce from the University of New South Wales, Australia in 1991 and Doctor of Philosophy from the University of Queensland, Australia in 1997. Professor Prasad rose through the academic ranks of Lecturer to the highest level of Professor at a very young age. Professor Prasad is an international scholar and as a leading economist has contributed significantly to the debate on social and economic issues in the region. Professor Prasad has an accomplished academic reputation with four books and many articles published on economic development, trade and environment issues. He has published several journal articles and has done consultancy work for international organisations and governments in the Pacific region. Professor Prasad has travelled extensively around the world and has presented papers at many international conferences over the last several years. He has been a visiting Professor at the Kagoshima University in Japan and at the Otago University in New Zealand. He was recently elected as the Chair of the Oceania Development Network, a regional network supported by the Global Development Network. After the 1987 coup in Fiji, Professor Prasad was elected the founder President of the Fiji Youth and Students League. Professor Prasad remains a vocal critic against any form of discrimination against the poor people and is an ardent supporter of democratic and human rights for all the people of Fiji.

中邨章/Prof. Akira NAKAMURA
1940年大阪生まれ。1963年関西学院大学法学部卒業。1966年カリフォルニア大学バークレー校政治学部卒業(B.A.)。1973年南カリフォルニア大学大学院政治学部博士課程卒業。政治学博士(Ph.D.)。カリフォルニア州立大学講師、ブルッキングス研究所研究員、カナダ・ビクトリア大学講師などを経て、現職。2008年3月まで明治大学副学長・大学院長。元国際連合行政専門委員会委員。現在、国際行政学会副会長、日本自治体危機管理学会会長、自治大学校特任教授。2007年にマレーシア政府から叙勲。2008年アジア行政学会会長から顕彰。同年、国際協力機構理事長から表彰を授与。
『自治体主権のシナリオ』、『東京市政と都市計画』、『アメリカの地方自治』(単著)、『危機発生後の72時間』、『国家のゆくえ』、『行政の危機管理システム』、『自治責任と地方行政改革』(編著)など著書多数。

Akira NAKAMURA had served as both Vice President and Dean of the Graduate School of Meiji University for six years until March 2008. Currently, he is Professor of Political Science in the School of Political Science and Economics and concurrently the Graduate School of Governance Studies at Meiji University, Tokyo, Japan. Upon the completion of his undergraduate works in Japan, Nakamura left for the United States in 1963. Subsequently, he received his B.A. in political Science at the University of California, Berkeley in 1966. He then moved to the University of Southern California and received a Ph.D. in political science there in 1973. Nakamura taught at the California State University at Fullerton before he came back to Tokyo.

Since 1976, he has been with Meiji University, while he is also an adjunct professor at both the University of Victoria, Canada and Local Autonomy College in Japan. In 1986, he was the research fellow at the Brookings Institution, Washington, D.C. Nakamura is presently the Vice President of the International Institute of Administrative Sciences (Brussels) and a former member of the Committee of Experts on Public Administration in the United Nations. He is the incumbent president of Japan Emergency Management Association, while he is the member of both the Board of Governance and the international editor of Public Administration Review.

Nakamura has numerous publications in both Japanese and English. These include “A Quest for Improving Global Governance” and “Preparing for the Inevitable: Japan’s Ongoing Search for Best Crisis Management Practices,” in addition to A Scenario for Local Government Autonomy (Japanese). In 2007, Nakamura was awarded a medal of honor (JMN) from the Government of Malaysia for his contributions to the trainings of public officials from that country. Likewise, he was also accorded an honor of recognition from President Sadako Ogata of the Japan International Cooperation Agency in 2008.

フェレティ・テオ/Mr. Feleti Teo
ツバル出身。ツバル法務長官、太平洋諸島フォーラム漁業機関(FFA)事務局長等を経て現在は太平洋諸島フォーラム(PIF)事務局次長。戦略的パートナーシップ・コーディネーションプログラム担当。

Feleti Penitala Teo of Tuvalu is the current Deputy Secretary General of the Forum Secretariat's Strategic Partnership & Coordination Programme. He began work at the Secretariat on 21st May 2008. Mr Teo served as the Attorney General of Tuvalu, with the official title of Attorney General and Head of the Legal and Judicial Services of Tuvalu. Before becoming Deputy Secretary General of the Forum Secretariat, Mr Teo served as the Director General of the Pacific Islands Forum Fisheries Agency (FFA), which is based in Honiara, Solomon Islands.

北野充/Mr. Mitsuru KITANO
1980年東京大学卒業、同年外務省入省。1996年ジュネーヴ大学国際関係学修士号取得。フランス大使館、北米局、経済協力局、ヴェトナム大使館公使、米国大使館公使等を経て2010年よりアジア大洋州局審議官。

After graduating from University of Tokyo, Mitsuru Kitano joined Ministry of Foreign Affairs of Japan in 1980. He currently serves as Deputy Director-General of Southeast and Southwest Asian Affairs Department of Asian and Oceanian Asian Affairs Bureau. His worked on various overseas posts such as Minister of Embassy of Japan in Vietnam and Embassy of Japan in the United States of America. He received a master’s in International Relations from the University of Geneva in 1996.

小林泉/Prof. Izumi KOBAYASHI
1994年東京農業大学農業経済学研究科修了。農業経済学博士号取得。社団法人日本ミクロネシア協会常務理事を務め、1996年より大阪学院大学国際学部教授。2008年には外務省太平洋島嶼国支援検討委員会座長に就任し、現在は太平洋経済協力会議(PECC)日本委員会委員を務める。

『太平洋島嶼国論』(1995年大平正芳記念賞受賞)、『ミクロネシアの日系人』、『中国と台湾の激突―太平洋を巡る国際関係』など著書多数。

Graduated and received Ph.D in Economics from Tokyo University of Agriculture in 1994. Izumi KOBAYASHI has served as Professor of Political Science at Osaka Gakuin University since 1996. He joined Expert Committee for the Fifth Pacific Islands Leaders Meeting (PALM5) as chairman in 2008.

His most recent publications are China and Taiwan in Oceania (2009, Japanese only), and Industrial Development and Transformation of Tradition in the Pacific (2007).

能化正樹/Mr. Masaki NOKE
外務省国際協力局参事官。1982年東京大学卒業、同年外務省入省。フランス大使館、中東アフリカ局、国際法局、欧州連合代表部、アジア大洋州局大洋州課長、駐ジブチ大使等を経て2010年より現職。

After graduating from University of Tokyo, Masaki Noke joined Ministry of Foreign Affairs of Japan in 1982. Along with the career such as Director of Cultural Diplomacy Policy Division, his overseas assignment includes Minister, Embassy of Japan in France and Ambassador to Djibouti. He is currently Deputy Director-General of International Cooperation Bureau

スカ・マンギシ/Mr. Suka T. MANGISI
1973年生まれ。弁護士として活躍したのち立命館大学へ留学。2009年大阪大学大学院卒業、国際公共政策学博士号を取得。2008年度太平洋諸島地域研究所(JAIPAS)客員研究員。2009年より現職。

Born in 1973. Suka Mangisi is the current Principal Assistant Secretary of the Ministry of Foreign Affairs of Tonga. After working as lawyer in Tonga, he started his diplomatic career in 1999. Graduated and received Ph.D. in International Public Policy from Osaka School of International Public Policy (OSIPP). He is a former visiting research fellow at Japan Institute for Pacific Studies (JAIPAS).
